REACH stands for Registration, Evaluation, Authorization and Restriction of Chemicals and represents the European Commission Regulation concerning the registration, evaluation, authorization and restriction of chemicals. 

It covers the management and safe use of chemicals, with a view to better protecting human health and the environment from the risks posed by chemicals, through better knowledge of their intrinsic properties.

The REACH regulation applies to manufacturers, importers and downstream users. In particular, manufacturers and importers of chemicals must comply with the registration requirements and thus provide the European Chemicals Agency (ECHA) with information on the physico-chemical, toxicological and ecotoxicological properties of substances and, where relevant, an assessment of the risks that the use of the substance may pose. Registration applies to substances on their own, substances in mixtures and, in certain cases of substances in articles.

A member state or ECHA (at the Commission’s request) may propose that a substance be identified as a substance of very high concern (SVHC) and thus become subject to authorization. If an SVHC is placed on the authorization list, companies may apply to ECHA for authorization for specified uses, but may not use the substance otherwise. Carcinogens, reprotoxic and mutagenic substances, as well as respiratory sensitizers, all qualify as SVHCs, but other substances may also be put forward. As the legislation is constantly evolving, the SVHC candidate list is continuously updated.
